About CSI-Nihilent e-Governance Awards 2007-08
Award Categories
This year the awards are being instituted in the following categories:
  • Best e-Governed State - Overall
    Open to all State Governments
  • Best e-Governed Department
    Some outstanding efforts demonstrated in excellence in e-Governance by Centre and State Government departments will be considered for award.
  • Best e-Governed District (new award)
    Some outstanding efforts demonstrated in excellence in e-Governance at the District level may also be considered for award this year.
  • Best Project Award(s)
    Projects will be evaluated in the G2G/G2E,G2C (Urban/Rural),G2B categories.

Eligibility Criteria
  • Open to all Government agencies (both Centre and State/UT Governments, down to District level). Government Organisations & Semi-Government Corporations, District Collectorate, Municipal Corporations, Autonomous bodies including Public Sector Undertakings are welcome to apply..
  • Initiatives should fall in one of the FOUR specified Award categories, as given above
  • Only those efforts which have been implemented in India will be eligible.
  • At least 75% of the services (out of total no. of services) delivered by the initiatives should be Government services.
  • e-Governance Awards for year 2007-08 will consider the major initiatives implemented during period 1 April 2007 to 31 March 2008. Special incremental efforts to older existing initiatives will also be considered.
  • As on 31st March 2008, the initiatives should have been in operations at least for six months.
  • Special Note: To encourage fresh e-Governance efforts, the Initiatives which have been awarded in recent 2 years may not be considered by the Selection Committee.

Selection Criteria for Awards
  • An e-Government effort can be assessed on various dimensions from the participating stakeholder's perspective. However, for the purpose of this award, assessment is being done on key selected indicators which have been considered crucial for the success of the initiative. The assessment model sets criteria for assessment of Results and Enablers with respect to selected key indicators. The model is primarily inspired from few of the major existing models for awards and assessments, including Stockholm Challenge Awards, UK e-Government National Awards, e-Governance Assessment Framework (EAF Version 2.0). The final assessment will also consider the other e-Readiness/assessment studies done by selected agencies at the national level. The process was successfully employed during Year 2006-07 CSI Nihilent Awards, and awards were given during CSI Annual Convention at Bangalore in Dec 2007.The evaluation process is being further refined this year and may go down to District level.

  • The evaluation process will be using a framework of Analytic Hierarchy Process (AHP). AHP is a powerful and flexible decision making process to help in setting up priorities and arrive at best decision, where both qualitative and quantitative aspects are needed to be considered. Specific parameters and methodology have been finalized using a consultative approach and suitably modified based on the feedback received and learning achieved during previous years.

Why this project should be selected for the Award?
STAGE II: FIELD VISIT BY SELECTION COMMITTEE MEMBERS
STAGE III: PRESENTATION BY SHORTLISTED NOMINATIONS
STAGE IV: Final Selection for Awards - Based on combined score in Stage I+II+III
STAGE II, III and IV are common for all categories of awards. Only selected and short listed nominations will move to Stage II, and III.
  • Appropriate weightage to each indicator/attributes will be given based on feedback from expert panel of members in selection committee and a composite measure will be arrived at for each award category.
  • It is requested that detailed information for each Indicator and attribute be provided to help in the selection process. In-complete/vague online entries will not be considered for assessment.
  • Detailed Online forms and guideline for online submissions will be available at website www.csinihilent-egovernanceawards.org by 5th June 2008.

  • The selection process this year will consist of the following stages:
    1. Short-listing by Selection Committee based on all information provided by the applicants
    2. Additional information/clarifications from the short listed applicants may be sought from the concerned party, if required.
    3. The committee will short-list applicants for each of the awards and will arrange an on-site visit by a team to interact with the stakeholders.
    4. The final recommendation of the award will be made by the Selection Committee on the basis of the information available to them in the Online Nomination form, on-site visit, as well as the presentation made by the applicants.
    5. Finalisation of the awardees by the Selection Committee to be communicated to CSI Execom through Chairman CSI Awards.
    6. Presentation of the awards during a Special Award Function in Dec 2008.

  • The Selection Committee will invite the final short-listed applicants to make presentations, at the Award Ceremony. All expenses relating to the presentations have to be borne by the applicants themselves. Adequate notice will be given to make suitable travel arrangements etc.
  • The Selection Committee reserves the right to seek additional information on the nomination, at any point during the selection process.
  • The decision of the Selection Committee will be final, binding on all applicants.
  • Depending on the number of applicants Winner and a runner-up may be chosen in each category. Decision taken by the selection committee will be final. The committee may appreciate an effort taken by any Organisation as Special Jury Award, in addition to these awards.
